As such, it is like the so-called soft systems with characteristics of the Soft Systems Methodology (SSM). The organisation fulfils, therefore, some of the requirements of the SSM. These characteristics and the need to put in place a methodology that not only allows for an overall understanding of Cooperation for Development, where analysis of new problem situations can be inserted, but also for a standardised set of values that those involved in cooperation consider the right ones. Our aim in the present paper, therefore, is specifically to see how SSM can be Implemented, using as basis the phases and instruments of the system itself.</p><p><strong>Resumo</strong></p><p>A Cooperação Portuguesa é um sistema com uma estrutura mínima (conceitos básicos, visão, princípios e valores explícitos que podem variar ao longo do tempo; muitos atores envolvidos; com uma estrutura, procedimentos e instrumentos que não se estabilizaram desde que começou a tomar forma no período posterior a revolução de 1974 e atividades e atores mais estáveis, embora com variações ao longo do tempo). Como tal, é como os chamados Soft Systems, com características da Soft Systems Methodology (SSM). A organização cumpre, portanto, alguns dos requisitos do SSM. Estas características e a necessidade de implementar uma metodologia que permita não somente uma compreensão geral da Cooperação para o Desenvolvimento, onde a análise de novas situações problemáticas possa ser inserida, mas também um conjunto padronizado de valores que os envolvidos na cooperação considerem como os corretos. O nosso objetivo no presente artigo é, portanto, especificamente analisar como o SSM pode ser implementado, usando como base as fases e instrumentos do próprio sistema.</p> ER -
