The Post-2015 (Human) Security and Development Agenda : Prospective Analysis and Reflections

Abstract

It was in September 2000 that the 189 UN Member States, meeting at the Millennium Summit, pledged to guide their collective efforts around the eight Millennium Goals (MDGs) on fighting poverty and sustainable development. After 15 years, the UN is preparing to implement the 2015-2030 agenda through the renewed Sustainable Development Goals (SDGs). In addition to highlighting the balance and timeliness of these objectives, we will also focus on a forward-looking analysis that takes into account future global trends in migration flows, population growth and access to resources (food and water). In fact, when we focus our attention on post-2015 it is important to take into account both the relationship between population dynamics and the sustainability of the planet, as well as well-being and respect for human rights. Moreover, the narrative underlying the United Nations development objectives seems to be that of insistent securitization of development, so it is also important to understand how the nexus between security and development influences the matrix of future trend analysis.

Resumo

Foi em Setembro de 2000 que os 189 Estados-membros das Nações-Unidas, reunidos na Cimeira do Milénio, se comprometeram a guiar os seus esforços coletivos em torno de oito Objetivos do milénio (ODM) no que diz respeito ao combate à pobreza e ao desenvolvimento sustentável. 15 anos volvidos, a ONU prepara-se para implementar a agenda 2015-2030 através dos renovados Objetivos do Desenvolvimento Sustentável (ODS). Para além de salientarmos o balanço e a devida cronologia destes objetivos, iremos privilegiar também uma análise prospetiva que tome em consideração as futuras tendências globais em termos de fluxos migratórios, crescimento demográfico e acesso a recursos (comida e água). De facto, quando fixamos a nossa atenção no pós 2015 importa ter em conta quer a relação entre a dinâmica da população e a sustentabilidade do planeta, quer o bem-estar e o respeito pelos Direitos Humanos. Para além disso, a anarrativa subjacente aos objetivos de desenvolvimento das Nações Unidas parece ser a da insistente securitização do desenvolvimento, pelo que importa também perceber como o nexo entre a segurança e o desenvolvimento influi na matriz de análise das tendências futuras.
